A Spotlight on Fraud…At What Cost?
Elon Musk’s DOGE (Department of Government Efficiency), backed by President Trump, gained unprecedented access to Treasury’s central payment systems. This elevated visibility reportedly exposed programs like Minnesota’s Housing Stabilization Services—now mired in an FBI fraud probe—suggesting taxpayer funds weren’t fully protected.
The DOGE Initiative: Efficiency or Expanded Powers?
Set up in January 2025, DOGE was pitched as a government reform engine. It claimed hundreds of billions in savings, yet entertainment of these figures is questionable—numerous audits exposed inflated savings and contract discrepancies, including an $8 million ICE contract misreported as $8 billion. Critics argue Musk and DOGE were too opaque—staff details remain hidden, access records are blurred, and no federal oversight was in place.
Minnesota’s Frauds in Play
In Minnesota, fiscal malpractice has hit staggering levels. The state’s Housing Stabilization Services program—created to help low-income and disabled individuals—has been shut down amid FBI raids and fraud allegations. Prosecutors warn total fraud could surpass $1 billion, with only a fraction recovered.
DOGE’s exposure of this scheme could be seen as a service. Yet the question remains: without oversight of the administrators or gatekeepers, do these discoveries justify the unchecked authority wielded by DOGE?

Yet, without accountability for the internal DHS employees who authorized the contracts—and without hearing from victims who were failed by the system—this revelation ultimately does little to protect those in need.
What Remains Missing?

While the program has been shut down amid fraud allegations, none of the DHS employees responsible for approving companies' contracts or payments have been publicly identified or held accountable. Without that transparency, systemic issues remain unaddressed. -
Victims’ Voices Left Unheard
Those who were enrolled in the program—vulnerable individuals who the program was meant to help—have not been interviewed in public hearings to explain how they became susceptible to exploitation or how services failed them.
Why This Matters
With this missing context, taxpayers are left paying for a system that:

This isn’t just inefficiency. It’s fraudulent systemic racketeering—built on the state’s federal permission and negligence. And it raises critical concerns: What about similar internal government fraud in other Medicaid programs?
The Bigger Picture: Medicaid Fraud Beyond Housing
Minnesota’s scandals extend far beyond Housing Stabilization Services:

Autism Services: Retail payouts increased by 3,000% as providers exploded from 41 to 328 in five years, prompting FBI investigations. DHS oversight was too weak to prevent it. Pandemic Meal Fraud ("Feeding Our Future"): A massive fraud involving nearly $250 million in stolen federal funds.

Other Medicaid Programs: Overpayments, unauthorized tribal program reimbursements ($113 million), and widespread billing anomalies remain under review.
A Call for Real Action
To ensure taxpayer dollars are genuinely protected, Minnesota must:
